Want your youth programs to succeed?  Than involve teens!  School Library Journal (May 20, 08 ) / SLJteen posts an artical regarding teen program creation, execution and evaluation: http://www.schoollibraryjournal.com/article/CA6562609.html?nid=4302&rid=1403506335&source=title  Included in the article is a great new study guide Nine to Nineteen . “The guide is based on a yearlong study which looked at 400 IMLS-supported youth programs conducted at museums and libraries from 1998 to 2003, along with case studies of best practices for successful and sustainable programs.”  You can read the entire final report here.  The survey’s and case studies are really insightful.  See page 60 and 106 for my favorite parts.
